New Construction and Renovation of University Facilities and Grounds

1. Policy Statement

It is the policy of the University that planning, contracting, and supervision of all new construction and all building renovations as well as any modifications to facilities and grounds will be coordinated by the Office of Facilities Planning and Management.

2. Purpose

The purpose of this policy is to ensure that all existing and future University facilities are properly designed, constructed, maintained, and preserved in accordance with applicable building codes and safety standards in addition to aligning with the University’s mission, strategic initiatives, and master plan.

3. Applicability

All faculty, students, staff, volunteers, contractors, and visitors at all SMU campuses are required to comply with this policy.

4. Non-Compliance

Failure to comply with this policy may result in disciplinary action, up to and including termination, as well as potential cost to an individual, department, or unit.

5. Questions

Questions regarding this policy may be directed to the Associate Vice President in the Office of Facilities Planning and Management.

6. Construction and Renovation Proposals

  1. Proposals for the construction of new facilities or any major renovations must be submitted to the Provost or other appropriate Vice President for review, which in turn may be reviewed by the President and the President’s Executive Council. The Office of Facilities Planning and Management must receive approval from the appropriate SMU Officers before moving forward with any project concept or idea.   2. Smaller renovation requests to existing University facilities not requiring approval from SMU Administration must be submitted via a Project Request through the Facilities website at . A Project Manager from the Office of Facilities Planning and Management will be assigned to facilitate and manage all phases of the project. It is the responsibility of the requesting party to provide a funding source at the time the Project Request is submitted.
